Two New Roads Are About to Change How Clermont Connects to Horizon West

If you drive Highway 27 through Clermont on a regular basis, you already know the traffic story. Four Corners keeps growing, Horizon West keeps growing, and for years the two sides of the Lake/Orange county line have been connected by not much more than a handful of overloaded roads. That's changing. Two separate projects are under construction right now that will link Clermont directly into Horizon West, and both matter for anyone doing business, buying property, or eyeing a site along this corridor.
New Independence Parkway: Wellness Way to Horizon West
The first project extends New Independence Parkway about one mile, building a new four lane divided roadway that ties Wellness Way at the Lake County line into the existing road network near Avalon Road on the Orange County side. In plain terms, it creates a direct east-west link between US 27 south of Clermont and SR 429, putting Horizon West and the Wellness Way corridor within a few minutes of each other for the first time.
It's a $14.5 million project, built through a public-private partnership between Orange County and area developers, and as of this spring it was already more than halfway done, with drainage and base work well underway on both ends. Crews are working toward a completion date in early 2027. Orange County has described it as a step toward safer, faster access to jobs, schools, and services for people living and working on either side of the line, and it's expected to pull a meaningful amount of traffic off of already strained routes like Schofield Road and Hartwood Marsh Road.

Flemings Road to Sawgrass Bay Boulevard
The second project is the one a lot of Clermont residents have been waiting on, and it's had a rockier road (pun intended) to get here. Lake County finished its side of this connection, from Sawgrass Bay Boulevard to the county line, back in the spring of 2025. But the Orange County side, Flemings Road, sat unfinished, and for a while it was literally a dead end blocked off at the county line. That led to real frustration from residents who only had one way in and out of their neighborhoods, and a "take down the wall" protest in early 2025 calling on Orange County to move.
Construction on Flemings Road finally got underway in the fall of 2025. It's a $19.5 million project, also structured as a public-private partnership, that widens the road from two lanes to four, adds multiuse paths and sidewalks, and ties it into Sawgrass Bay Boulevard right at the Lake County line, with the other end reaching up toward Avalon Road. Work was roughly a quarter finished by this spring and continuing into summer, with a targeted completion in early 2027.


Why this matters if you're doing business along this corridor
Put these two projects together and what you get is a corridor that's about to go from disconnected to genuinely linked, with Highway 27 in Clermont functioning as a real on-ramp into Horizon West rather than a detour around it. A few things worth watching as both projects progress toward 2027:
Traffic counts along US 27, Wellness Way, and Avalon Road are only going to climb as these connections open, and rooftops in Horizon West and Wellness Way keep being built at the pace they have been. That's the kind of growth that pulls retail, medical, and service users toward the intersections and outparcels that sit closest to the new connector points.
Sites that felt like the "edge" of the market a couple years ago, particularly along the Wellness Way and Avalon Road stretch, are going to look a lot more central once both roads are fully open. Owners holding land or existing centers near these corridors have a real window right now, before construction wraps and pricing catches up to the new connectivity.
For tenants and buyers, this is also a moment to move early. Once these roads open and traffic patterns shift, the best corners and the best rates on this side of the county line won't last.
